MN budget chief: DHS contract violations don’t ‘rise to the level of fraud or abuse’.  It looks like this is a response to calls that law enforcement should now be looking into this. So, this is a "circle the wagons" effort. An updated FireFox browser on a PC should display this as Chrome does not.
